Washington, D.C. – Congresswoman Stephanie Bice (OK-05) introduced H.R. 7083, the Make Russia Pay Act, a bill that would establish a “Ukrainian Humanitarian Aid Fund” at Treasury into which seized Russian assets (physically in the US, or denominated in US dollars) would be liquidated and transferred. Russia’s own central bank had about $100 billion of reserves held in U.S. dollars according to the most recent available data released in January, 2022. Treasury would then be authorized to disburse funds directly to Ukraine to provide assistance to its citizens, to rebuild destroyed infrastructure, and to purchase needed defense articles. The fund would also provide assistance to the many EU nations like Poland that have taken in millions of refugees fleeing Ukraine.

The United States was not reliant on foreign adversaries for our energy needs. Instead, we were producing clean, affordable, and secure energy to fuel our nation.

Washington, D.C. — Congresswoman Stephanie Bice joined House Republican Whip Steve Scalise (R-La.), House Republican Leader Kevin McCarthy (R-Calif.), Republican Conference Chairwoman Elise Stefanik (R-N.Y.), and 80 members of the House Energy Action Team (HEAT) in sending a letter to President Biden demanding an end to his war on American energy and detailing actions he can take immediately to reverse his anti-American energy policies that have given Vladimir Putin a critical source of leverage to carry out his attack on Ukraine. The members blasted President Biden for doubling down on these failed energy policies despite the Russian invasion, and they called on the Administration to ramp up U.S. energy production to lower prices for American families, eliminate Putin's revenue stream, and ensure greater energy security in the United States and for American allies abroad.
