Bice Reintroduces Bill to Halt SPR Oil Sales to China

Washington, D.C. - Rep. Stephanie Bice reintroduced the Save America’s Valuable Energy Act. This legislation ensures that crude from the Strategic Petroleum Reserve does not flow to companies that are headquartered in countries listed under the State Department’s Defense Trade Control Country Policies List, which includes: Belarus, Burma, China, Cuba, Iran, North Korea, Syria, or Venezuela. In addition, this legislation prevents the sale of crude from the SPR to entities headquartered in Russia. This comes after the U.S. Department of Energy in April of 2022 approved sales to Unipec America, which is a wholly owned subsidiary of China International United Petroleum and Chemical Co, better known as UNIPEC. UNIPEC is headquartered in Beijing, China.

Congresswoman Bice issued the following statement:

“Since President Biden took office, he has waged a full-on assault on the oil and gas industry. Instead of unleashing American production, he has repeatedly withdrawn from the Strategic Petroleum Reserve, which is supposed to be used for emergencies. To make matters worse, in 2022 Biden sent 950,000 barrels of crude from the SPR to China, who has one of the largest stockpiles in the world. Energy security is national security, and President Biden continues to weaken America while strengthening China. My critical legislation ensures that in the future, we will not send a single barrel from the SPR to our adversaries. With a Republican majority, I plan to hold the Biden Administration accountable for their actions. We must determine exactly why Biden sent American crude to China in the first place.”
